RURAL HOUSING

Rural Housing is the flagship programme of State Government and Government commits to provide pucca houses to all eligible rural households living in the kutcha houses. In this endeavor, four Rural Housing Schemes are implemented across the State.

  • Pradhan Mantri Awaas Yojana (Grameen)
  • Biju Pucca Ghar Yojana
  • Pucca Ghar Yojana (Mining)
  • Nirman Shramik Pucca Ghar Yojana
  • Pradhan Mantri Awaas Yojana(Grameen)

    Indira Awaas Yojana (IAY), the flagship scheme of the Ministry of Rural Development, Govt. of India has been revamped to Pradhan Mantri Awaas Yojana (Grameen). The houseless poor families and those living in less than two kutcha rooms as per SECC-2011 Survey are eligible for availing housing assistance to construct minimum of 25 Sq. Mtr. of house. The housing assistance is Rs. 1.3 Lakh in IAP District and Rs. 1.2 Lakh in Non-IAP Districts. Besides, through convergence with MGNREGS, the beneficiary avails Labour Component of 90 / 95 days (IAP-95, Non-IAP- 90) and Rs. 12,000/- for construction of toilet out of Swatch Bharat Mission) SBM / MGNREGS.

    An auto-generated priority list is prepared from amongst households enlisted in the kutcha household category of SECC-2011 based on the deprivation score. The list is physically verified by field functionaries and vetted by Gram Sabha. Beneficiaries are selected out of the said list as per the approved target of the concerned Gram Panchayat.

    The fund released to the beneficiaries is shared between Centre & State in the ratio of 60:40.

    Biju Pucca Ghar Yojana

    Biju Pucca Ghar Yojana is the State’s own flagship programme. The Scheme was launched during the financial year, 2014-15 replacing the old Scheme “MO-KUDIA YOJANA” with a view to achieving the objective of converting all the kutcha houses to pucca houses.

    Components of the Scheme:

    The BPGY has two components:

    1. BPGY (Normal)
    2. BPGY (Special)
    Biju Pucca Ghar Yojana (Normal):

    Funds allocated under the component can be utilized for following admissible expenditure: –

    1. Incentive to the beneficiaries, officials & CBOs/NGOs involved in the implementation of Biju Pucca Ghar Yojana, Pradhan Mantri Awaas Yojana (Gramin) or any other State funded Rural Housing Schemes for early completion of house.
    2. For completion of house and IHHL within 4 months of receipt of 1st instalment, incentive of Rs. 20,000/- will be paid to the beneficiary.
      For completion of house and IHHL within 6 months of receipt of 1st installment, incentive of Rs. 10,000/- will be paid to the beneficiary.
    3. Award for Excellence in rural housing to State/District/Block teams and officials involved for implementation. The eligibility, type, category of the awards and other modalities shall be decided by the Department from time to time.
    4. Preparation of IEC material.
    5. Imparting habitat and housing literacy to beneficiaries.
    6. Payment of honorarium/incentives to SHGs/CRPs & CBOs for facilitating construction of Biju Pucca Ghar Yojana Houses.
    7. Training of officials.
    8. Cost of engraved logo of Biju Pucca Ghar Yojana to be installed by the beneficiaries.
    9. Others, with approval of PR & DW Department.
    Biju Pucca Ghar Yojana (Special):

    Under this component, housing units minimum 25 Sq. Mtr. will be sanctioned to the following categories of beneficiaries

    1. Rehabilitation/ relocation of the Household whose house has been fully/severely damaged by natural/ manmade calamities like fire, flood, cyclone, earth quake, elephant menace, communal violence, LWE violence, major law and order problem etc.
    2. Victims of river/sea inundation who need re-location/shifting or who are rehabilitated/relocated due to Government projects like irrigation schemes, roads etc..
    3. Beneficiaries of the Schedule Tribe and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.
    4. People affected by Occupational diseases like silicosis, asbestos and overuse of pesticides.
    5. Extremely poor, vulnerable and deserving households who need pucca house on compassionate ground but could not be selected under Pradhan Mantri Awaas Yojana (Grameen).
    6. Along with the registered SECC 2011 kutcha households, the households either totally left out or wrongly not registered in kutcha household category of SECC list are also eligible, if found to be living in kutcha house as per field verification and if considered deserving by the District Level Selection Committee and approved as such by the Committee.
    7. Rehabilitation/ relocation of the Household whose house has been fully/severely damaged by natural/ manmade calamities like fire, flood, cyclone, earth quake, elephant menace, communal violence, LWE violence, major law and order problem etc.

    Selection process:-

    For BPGY (Normal), selection process is same as that of PMAY (G).The beneficiaries under BPGY (Special) are selected by a District Level Committee chaired by Collector and consisting of all the MP& MLA of the District. Zilla Parisad Chairperson and PD, DRDA are also the members of the Committee.

    Instalment:-

    The beneficiaries are paid housing assistance in following four installments:-

    Beneficiaries also avail Labour Component and funds towards construction of toilet as are with the PMAY(G) beneficiaries.

    Pucca Ghar Yojana (Mining)

    All the kutcha households residing in 691 mining affected villages of 08 Districts viz. Angul, Dhenkanal, Jajpur, Jharsuguda, Keonjhar, Koraput, Mayurbhanj & Sundargarh are provided pucca houses under Pucca Ghar (Mining) Scheme on saturation mode.

    The Scheme is funded by Odisha Mineral Bearing Areas Development Corporation (OMBADC) and implemented by Panchayati Raj Department. The unit assistance and instalment pattern are same as with BPGY beneficiaries.

    Nirman Shramik Pucca Ghar Yojana (NSPGY)

    Building and other construction workers between the age of 18 years and 60 years having existing valid registration with the Odisha Building and Other Construction Workers Welfare Board under the Building and other construction workers (RE&CS) Act at least for a continuous period of 3 years are eligible for assistance under the “Nirman Sharmik Pucca Ghar Yojana”. This Scheme is funded by Odisha Building and Other Construction Workers Welfare Board (OB&OCWWB) and implemented by Panchayati Raj Department. The unit assistance and instalment pattern are same as with BPGY beneficiaries.
